Copilot code review gets clearer controls over who pays and who can request it
Organization billing and license policies make automated review a more deliberate team decision.

What happened
GitHub added code-review administration options on October 8. Organizations can charge reviews to the repository owner’s organization rather than consume licensed members’ entitlements. That option requires paid AI Credit usage to be enabled. Owners and repository administrators can also restrict requests to users licensed through their organization or enterprise, preventing outside licenses from triggering reviews when the restriction applies.

As review becomes automated, ownership of spending should be explicit. Central billing can avoid exhausted personal quotas, but it also concentrates cost. Teams should set appropriate budgets and access rules, then evaluate useful findings and false positives separately. Paying centrally does not make a review a merge approval or replace tests and human judgment.
